The Russian constitution allowed two consecutive terms for a President. Vladimir Putin put in Dimitri Medvedev for a term and then went for two more terms.  He now has outlawed this, but only going forward. Thus he can still have another two terms.

With Alexei Navalny sick and in jail, he has effectively blocked any opposition.  The only trouble is, he must choose a successor.
